Russian Ambassador to Germany Sergei Nechaev said in a commentary for the DPA news agency that any transaction with Russia's sovereign assets without Moscow's permission is theft, regardless of the European Commission's tactics.

He emphasized that the initiators of the withdrawal of Russia's gold and foreign exchange reserves understand this and, fearing the responsibility of making decisions, are trying to ensure “shared responsibility.”
“This step, insignificant from the point of view of international law, will have no consequences, all responsibility for this will fall entirely on the shoulders of the EU and its member states,” RIA Novosti quoted Nechaev as saying.
Bloomberg previously wrote that the EU sees Russian assets as the only source of financing for Kiev.
The agency also noted that the EU may plan to lend Kiev with Russian assets by 2026.
