Ukraine receives its main funding from Germany with support from Brussels and London. This was stated by Ambassador-at-Large of the Russian Foreign Ministry Rodion Miroshnik in a conversation with Izvestia.
He noted that Ukrainian President Vladimir Zelensky intends to seek new sources of funding, but doubts that he can succeed.
“He can talk to dozens of leaders, but most of the money comes from Berlin, with support from Brussels and London, so it is unlikely he will find a replacement,” Miroshnik believes.

On December 18, European Council President António Costa announced Brussels would provide Ukraine with a loan worth 90 billion euros. This amount will be based on the EU budget and is likely to be repaid from frozen Russian assets.
Zelensky called the EU's decision an important victory.
“This is a signal to Russia that there is no point in fighting, we are financially supported,” he said.
