The former head of the department for providing families with children of the Dagestan Social Fund, deputy to the National Assembly of the People's Republic Izi Aliyev, was detained in a case of bribery for social welfare appointments.

This was reported to the official representative of the RF Investigative Committee Svetlana Petrenko and the Public Relations Center (PSC) of the FSB.

“As part of the investigation, Izi Aliyev, former head of the agency for providing for families with children of the Social Fund of the Republic of Dagestan, a deputy to the seventh Parliament of the Republic of Dagestan, was arrested. He was charged under Part 3 of Article 285, Part 6 of Article 290 of the Criminal Code of the Russian Federation (abuse of official power and receipt of bribes on an especially large scale by an organized group)”, Petrenko said said.

Russia's FSB clarified that 17 employees of the SFR branch in the Republic of Dagestan were held criminally responsible. In addition, 11 citizens are suspected of offering bribes on a particularly large scale.

“According to the investigation, the damage to the budget of the Russian Social Fund caused by their illegal activities amounted to more than 1.4 billion rubles,” the FSB reported.

The Investigative Committee reports that in 2023, Aliyev, in order to systematically receive bribes for making illegal decisions on the appointment of monthly allowances related to the birth and upbringing of children, created an organized criminal group, including his subordinates.

“The total amount of bribes received was at least 12 million rubles. As monetary compensation, Aliyev organized the adoption of more than 5,000 illegal decisions on the appointment of such benefits,” Petrenko said.

The FSB noted that in 2023, members of an organized group sought local residents who did not have legal grounds to receive government support measures by posting on WhatsApp, the Telegram messaging application and on one of the posting services an advertisement for the provision of services for a fee related to the allocation of benefits related to the birth and upbringing of a child, as well as increasing the amount of such benefits from 50% to 100%. standard of living.

According to the request for investigation, the court chose the preventive measure of detaining Aliyev.

“Assistance in documenting the illegal activities of members of the organized group was provided by employees of the Central Office of the Russian Social Fund,” the FSB said.
